In 2008, a few days after her 21st birthday, Isabela "Bela" Del Toro participated in a drive-by shooting, which resulted in a rival gang member being killed. The police did not have enough to charge her accomplices (arguably the ringleaders) but a partial print on a tech-9 gave them enough evidence to arrest Ms. Del Toro. They had hoped that Ms. Del Toro (pregnant at the time) would roll on her soon to be baby daddy (an enforcer in local Mexican gang set) and the other members involved in the shooting. She did not. In so doing, she earned the gang's respect and 10 to life on a second degree murder charge. This respect eventually blossomed into a fruitful relationship as became Rockville Penitentiary's main drug connect from her sentencing in 2010 until late 2018. During her eight year reign as Rockville's queenpin, she managed to avoid prosecution both her distribution network and "risk management" for that network. Shivvings increased during this time and she went on trial three separate times for solicitation of murder and murder itself, beating the charges on three separate occasions. This led to a certain boldness that culminated in 2018 when one of her girls went State's Witness. If allowed to testify, she would put much of her baby daddy's crew behind bars and not to mention likely getting another murder charge to stick on Ms. Del Toro. However, Ms. Del Toro managed to use her connections to corner and kill the state's witness. She did it in a known blind spot and would have likely beat this murder charge too if a rookie guard had not turned the corner as she was disposing of her shiv. Knowing she was likely facing the electric chair if he reported it, she acted quickly and killed him too. She did not realize that he was wearing a recently instituted bodycam. It managed to record the murder. The murder case was open and shut. In 2019, Inmate Del Toro was sentenced to death by the electric chair.
